Double white lines where the line nearer to you is solid. This means you MUST NOT cross or straddle it unless it is safe and you need to enter adjoining premises or a side road. You may cross the line if necessary, provided the road is clear, to pass a stationary vehicle, or overtake a pedal cycle, horse or road maintenance vehicle, if they are travelling at 10 mph (16 km/h) or less.

PERMITTED MANEUVERS
THE PRIMARY PROHIBITION
The " Solid Line " Rule
When the double white line nearest to your vehicle is solid , you are legally prohibited from crossing or straddling it .
Safety First
Maneuvers across the solid line are only permitted when the road is clear and the action can be performed safely .
Entering Premises or Side Roads
You may cross the solid line if you need to tum into a side road or enter adjoining premises , provided it is safe to do so .
Passing Stationary Obstacles
It is legally permissible to cross the line to pass a stationary vehicle that is blocking your path .
OVERTAKING SLOW - MOVING HAZARDS
The 10 mph Threshold
You may cross the line to overtake specific slow - moving entities if they are travelling at 10 mph ( 16 km / h ) or less .
Who You Can Overtake
This exception applies specifically to pedal cycles , horses , and road maintenance vehicles .
