Driver and Vehicle Standards Agency officers have the power to stop vehicles on all roads, including motorways and trunk roads. They will attract your attention by flashing amber lights

either from the front requesting you to follow them to a safe place to stop
or from behind directing you to pull over to the side by pointing and/or using the left indicator.
It is an offence not to comply with their directions. You MUST obey any signals given (see ‘Signals by authorised persons’).

What to Do When Stopped by DVSA Officers

Universal Power to Stop

DVSA officers have the legal power to stop vehicles on all roads , ranging from local streets to motorways and trunk roads .

Identification by Amber Lights

Officers will attract your attention using fiashing amber lights to signal that they are requesting a stop .

Approach from the Front

If the officer is in front of you , they will use flashing amber lights to request that you follow them to a safe place to stop .

Approach from Behind

If the officer is behind you , they will use flashing amber lights and direct you to pull over by pointing and / or using their left indicator .

Compliance is Mandatory

It is a legal offense to ignore or fail to comply with the directions and signals given by a DVSA officer .

Legal Basis for Enforcement

These powers are enforced under the Road Traffic Act 1986 Section 67 and the Police Reform Act Section 41 & Schedule 5 ( 8 ) .
