1. General Legal Obligations
You must do several things before you drive a car or ride a motorcycle. These include getting a driving licence, registering, insuring and taxing your vehicle, and getting an MOT. These are legal requirements and apply to everyone. You may hold personal views about the law, but these do not change your legal responsibilities. If you do not meet your obligations, you may be taken to court or have to pay a fine.
Before you drive or ride, you MUST:
- β’have the correct driving licence.
- β’be the minimum driving or riding age.
- β’meet the minimum eyesight rules.
- β’If you are a learner driver, you MUST be supervised by a qualified driver (except if riding a motorcycle) and display L plates (L plates or D plates in Wales).

2. Vehicle Requirements and Changes to Details
The vehicle you are driving MUST:
- β’be registered with the DVLA.
- β’have up to date vehicle tax.
- β’have a current MOT certificate (if your vehicle needs one).
- β’be roadworthy.
- β’have a minimum of third party insurance that covers your use of the vehicle.
You MUST tell the DVLA if you:
- β’change your name or gender (you'll need to change your name on both your driving licence and your vehicle log book, V5C).
- β’change your address.
- β’make any alterations to your vehicle.
- β’sell your vehicle.
- β’have or develop a medical condition.
3. The Highway Code and The Law
Many of the rules in the Code are legal requirements, and if you disobey these rules you are committing a criminal offence. You may be fined, given penalty points on your licence or be disqualified from driving. In the most serious cases you may be sent to prison. Such rules are identified by the use of the words 'MUST/MUST NOT'. In addition, the rule includes an abbreviated reference to the legislation which creates the offence.
